I have ran into this once with Trendmicro software that was corrupted. This issue might be related to IPv6 - On windows 7 it is enabled by default, and unless you have IPv6 setup, I have seen this cause issues, and usually intermitently. Turned out to be a bad computer account in AD.

I deleted the account, removed the PC from the domain and redid everything and it looks to be working again, I never thought a computer account could cause this type of issue.

I have the same thing happen to me for one server machine in particular. I stop being able to browse it by name or ping it by name. But I can still ping it by ip address and browse it by ip address.

Seems after browsing it by ip address successfully it then becomes browseable by name again I will go back to the IPv6 settings - Disable them and try again.
